TAMIL NADU SKILL DEVELOPMENT CORPORATION

Tamil Nadu Skill Development Corporation was registered as a non-profit, Section 25 Company under Companies Act in the year 2013 to address the skill gap requirement and to expand the ambit of its functions. Initially, it was formed as Tamil Nadu Skill Development Mission in 2009 and later converted as Society followed by incorporation as a Company under the Companies Act.

VISION AND MISSION

Tamil Nadu Skill Development Corporation is created with the objective to increase skilled manpower in Tamil Nadu so as to fulfill skill needs of industries there by attracting large investments to our State. The Vision 2023 document envisages training and skilling 20 Million persons by 2023. To achieve this objective, Government has taken pro-active measures to enhance the skilled work force in the state both quantitatively and qualitatively, thereby transforming the state into a Skill Hub of the country. This will ultimately attract investment to our state resulting in large scale employment generation benefiting youth.

NODAL AGENCY FOR SKILLING

The Government has decided to integrate various skill building programmes implemented by different departments to ensure the effectiveness of Skill Training activities. The vision of the Government was to bring in a centralized system of selecting and monitoring skill training courses and Institutions besides tracking the trainees till they get employed. Hence the Government has declared the Tamil Nadu Skill Development Corporation as a Nodal Agency for entire state in the year 2013. This ensured adopting common standard framework of programmes and fee structures, by which overlapping or duplication of efforts and wastage of resources will be avoided. This declaration helps in creating synergy among different departments engaged skill development activities.

QUALITY & STANDARDIZATION

A) TRAINING COURSES

The TNSDC has identified Central / State Government Institutions and Agencies apart from the premier industrial houses for imparting short term skill development training programmes across the state. TNSDC aimed to ensure bench mark standards in skill training and to align with the National Standards. Accordingly, National Skill Qualification Framework (NSQF) and National Occupational Standards (NOS) along with Qualification Packs (QP) has been prescribed as standard norms for all Skill training courses.

B) TRAINING COST
TNSDC has adopted uniform training cost as prescribed by Union Ministry of Skill Development and Entrepreneurship Notification which includes, Training cost, Assessment cost, Boarding & Lodging Cost and Transportation cost.

CORE COMMITTEE FOR IMPLEMENTING NSQF STANDARDS

Government has issued Orders for constitution of a Core Committee, to implement NSQF standards by coordinating with other Departments in our State who are issuing different skill certificates. First meeting of Core Committee was conducted on 4.11.2015.

The Core Committee is constituted under the Chairmanship of Secretary to Government, Labour and Employment Department. Managing Director, Tamil Nadu Skill Development Corporation is nominated as Member Secretary of the Core Committee. Director, School Education Dept, Director, State Council Educational Research and Training (SCERT), Director, Agriculture Dept, Director, Animal Husbandry Dept, Director, Medical Education Dept, Director, Collegiate Education Dept, Director, Technical Education Dept, Representative from Tamil Nadu Open University, Nominee of Secretary to Government Personal & Administrative Reforms Department and Representative from National Skill Development Agency (NSDA), New Delhi are designated as members of the Core Committee

KEY SECTORS IDENTIFIED FOR SKILLING

Based on the Skill Gap study conducted for our State and demand from industries, TNSDC is imparting training in the following key sectors viz Auto mobile , Health Care , Textiles & Apparel, IT-ITES, Agriculture, Leather, Beauty & Wellness , Logistics, Banking Financial Service and Insurance, Media & Entertainment , Construction , Plumbing, Retail , Electronics, Security Services, Telecom, Food Processing, Gems & Jewellery and, Tourism & Hospitality.

PUBLIC AND PRIVATE PARTNERS IN SKILL DEVELOPMENT

Tamil Nadu Skill Development Corporation has identified the reputed Public and Private skill training institutes for imparting qualitative skill training so that the individuals can be easily placed in the Industry after training. During the past Five years TNSDC has trained 2,27,106 youth. After Standardization of the Skill Training Programmes and Training cost nearly 4650 youth were trained.

To scale up the number of training providers so as to achieve the skill development target, Expression of Interest (EoI) was called for. Consequently Tamil Nadu Skill Development Corporation received 434 applications from various Private skill training providers for empanelment as Training Provider. The training providers are emphasized to provide minimum 70% placement to the trainees.

MOBILIZATION OF CANDIDATES THROUGH MEGA JOB FAIRS

Mega job fairs were organized with the twin purpose of placement for educated youth in private sector and registration of youth for skill training. Those who didn’t find suitable placement in the job fair are registered for skill training in various sectors to facilitate their placement in near future. On these lines, a big pavilion was installed inside all venues of Job Fairs accommodating TNSDC and its major skill training providers. So far 12 Job fairs were conducted in coordination with Director of Employment and Training and District Administration in which 4,47,496 youth participated and 59,232 youth were placed in private industries. There were 55,224 candidates registered their applications for skill training in various sectors through these job fairs. Publicity of Skill Training programmes are being carried out at all Employment Exchanges of the State for mobilization and Skill training registration.

Apart from this, wide publicity is also given by issue of pamphlets and display of skill training banners in all the District Employment offices and District Collectorate. Skill training application forms are made available to the Job seekers who visit the Employment Offices. In future, the TNSDC Web Portal will be a gate way through which the candidates themselves can enroll their application for skill training through online. In addition to this, candidates coming to Employment Exchanges also can enroll their willingness through Web Portal.

WEB PORTAL

TNSDC Web portal will serve as an interactive platform for all the stakeholders involved in skill training environment. Candidates can view all course details available, including course duration and the syllabus adopted and apply to undergo skill training through the Web Portal.

Training providers can view and select the candidates by contacting them through email or mobile. This helps in mobilization of candidates for training. Registered Employers can post the vacancies in the Web Portal and they can either select candidates from those who have applied in the portal or select from the Skill Registry Database. Portal ensures effective monitoring of all skill training programmes through dash board.

SKILL REGISTRY

On completion of training, successful candidates become a part of the Skill Registry which will be a largest repository of Talent pool, which can be accessed by the private employers who have registered with the Tamil Nadu Skill Development Corporation. The Database of the Skill Registry will be updated in due course by addition of skill profile of all NTC / NAC holders, Diploma holders and skilled manpower of other Departments.

SKILL CERTIFICATION

To ensure independent and unbiased assessment and certification of trained candidates, costs for certification and assessment shall be payable to an independent third party authorized for conducting skill assessments and certification. Efforts are being taken to authorize the Directorate of Technical Education (DOTE) and State Council of Vocational Training (SCVT) as Assessment Agencies for Skill training conducted by Tamil Nadu Skill Development Corporation.

RECOGNITION OF PRIOR LEARNING (RPL)

It is estimated that 80% of the workforce engaged in the informal sectors, mostly acquired skills through their job experience. In Our State, large number of workers are in the informal sectors for whom Recognition of Prior Learning (RPL) scheme will be very useful. TNSDC aims to recognize skilled people without certificate by certifying them under Recognition of Prior learning (RPL).

RPL is the process of recognizing previous learning through experience towards gaining a qualification. RPL enables the workers for higher income, job mobility, good social status and ability to migrate from informal to formal sector. It creates opportunities for career development and certification of their skills already acquired informally.

TNSDC is aiming for Recognition of Prior Learning (RPL) of skilled workers engaged in Construction, Leather, Textiles, Automobile and Health Sectors which will take the uncertified workers to next level of certified skilled work force.

SPECIAL INITIATIVES CARRIED OUT BY TNSDC

Tamil Nadu Skill Development Corporation has carried out the special initiatives viz Standardization of training courses and training cost, identification of key sectors for skilling, launching of dynamic web portal and Skill Registry, formation of Core Committee for implementation of NSQF, Mobilization of candidates through Mega Job fairs and Recognition of Prior Learning.
