Naan Mudhalvan Finishing School
NMFS is a TNSDC scheme to upskill unemployed youth, aged 18-35, for industry placement opportunities. It covers graduates, ITI and diploma holders, and school dropouts needing immediate placement, with training provided by leading industry training partners.
Skill Centers are training facilities available in specific locations where various courses are offered. All course information is available on the NMFS portal under “explore courses.”
Candidates can view the list of companies offering placements via the “training partner” section on the NMFS portal.
Candidates can self-register on the NMFS portal by providing basic details, including their Aadhaar number and qualifications. They can also register through local departments or AD offices.
After registration, candidates can browse and apply for available courses on the NMFS portal. Alternatively, departments can apply on behalf of groups of candidates.
The Skill Voucher, valued up to Rs. 12,000, is provided by TNSDC to subsidize training costs for eligible candidates. It is paid directly to training partners in three tranches: First Tranche (30%) – Paid as per candidate head count who completed 10 days of training with 70% attendance, duration lesser than 7 days will be paid in full post course completion date. Second Tranche (30%) – On Completion of Training Program and Assessment by providing valid documents like certificates, assessment reports and attendance. Third Tranche – Option 1: 40% – On Placement of 80% of trained candidates in the batch by uploading copy of offer letters/ first month salary slips in NMFS portal, lesser than 80% will get paid in pro rate basis based on the head count placed. Third Tranche – Option 2: 20% – On providing short term Internship not less than 2 weeks will get 20% payment based on the candidate enrolled in internship scheme.
Vulnerable groups receive a Skill Incentive of Rs. 6,000 for courses up to 250 hours, and Rs. 12,000 for courses over 250 hours. The incentive is paid directly to eligible candidates via Direct Benefit Transfer (DBT) to Aadhaar-linked bank accounts, based on attendance. Candidates covered under the following schemes are eligible to get skill incentive.
Schemes:
Payment will be made based on the following milestones, First Tranche (10%) – For the candidates who have completed 10 days of training with 70% of attendance record. Programs lesser than 10 days duration will get paid in full post program completion meeting 70% of attendance. Second Tranche (50%) – Based on the actual head count of candidates on successful completion of Training and Assessment meeting 70% of attendance criteria during overall program duration. Third Tranche (40%) – On Producing Offer/ Employment/Placement Letter /Internship Certificate and upload in the portal.
Candidates who receive a skill incentive are not eligible for Boarding and Lodging charges. However, candidates residing more than 80 km from the training location are eligible for these charges.
Boarding and Lodging charges are paid directly to the training partners (TPs) based on candidate attendance and the availability of accommodation facilities. Rates vary by district category, as per the latest Gazette released by the Government of India:
Attendance must be recorded through the AEBAS (Aadhaar Enabled Biometric Attendance System), except for CSR and industry partners. If candidates experience issues with AEBAS, they should visit a nearby biometric update center. Training partners can record manual attendance for these cases and submit it to TNSDC by raising a ticket on the NMFS portal (Service Desk -> Raise Ticket).
Candidates need at least 70% attendance to qualify for assessment and certification. Certifications are jointly issued by the training partner and TNSDC.
The Skill Registry is a TNSDC database of trained candidates through NMFS, which serves as a resource for employment opportunities.
TOA (Training of Assessors) and TOT (Training of Trainers) are certification programs by TNSDC for assessors and trainers. Only certified personnel are authorized to conduct training and assessments, and trainers cannot serve as both trainers and assessor for the same batch.
The Service Desk is the NMFS support system where all queries from candidates, partners, assessors, and department staff should be submitted. Queries must include supporting documents and detailed explanations and can be raised through the NMFS portal.
The skill wallet is launched by TN Skill, is a digital platform aimed at empowering individuals by allocating funds or monetary value to eligible candidates for skill development and employability enhancement through Naan Mudhalvan Finishing School.
Short term skilling programs are aimed at providing industry relevant skill training in collaboration with Government Agencies, reputed private skill training institutions and industry partners.
Candidates can learn new skills by doing actual job tasks at actual workplace inside an industry, shop floor or work area.

The eligibility criteria for the Naan Mudhalvan Finishing School courses depend on the type of course chosen by the candidate. Generally, candidates must meet the following requirements: Candidates should have at least completed the 8th standard and Candidates should be between 18 and 35 years old.

The Naan Mudhalvan Finishing School primarily delivers its courses in an offline mode to ensure hands-on, practical training. However, there are exceptions for certain partners who offer 100% software courses. These software courses can be delivered online, providing flexibility and accessibility for students who are focusing on IT and software-related skills.

Candidates between 18-35 years of age are eligible to take NMFS courses.
